The Largest New Type Of Floating Liquefied Natural Gas (FLNG) Vessel Which Was Independently Built By China Has Been Launched

Sep 06, 2025

On August 26th, Wison New Energies Co.,Ltd held the project launch ceremony and the 30 million safe working hour milestone event for the "NGUYA FLNG" vessel, which is the first large-scale floating liquefied natural gas facility in the country.

The "NGUYA FLNG" vessel is the largest-tonnage and largest-gas-storage capacity new type FLNG independently constructed by China. It was contracted by Wison New Energies and the Italian ENI Group in December 2022, marking the first time that a Chinese enterprise has played the role of the general contractor in a large-scale FLNG project. The construction of the "NGUYA FLNG" vessel began in January 2023 and the ship's hull launching ceremony was held in November 2024. From the signing of the contract to the departure, it took only 33 months, setting a new industry record for the fastest delivery.

FLNG is a powerful tool for developing marine natural gas resources. It can directly liquefy and store the extracted natural gas in the sea area far from the land, and is suitable for the development of large offshore gas fields. It is one of the complex, costly and highly valuable products in marine engineering equipment, and is hailed as the "new pearl on the crown" of the ship and marine engineering industry. The delivery and launch of this FLNG not only marks a new breakthrough in technological innovation and engineering management in the global FLNG field, but also demonstrates the outstanding strength of Chinese enterprises in the high-end energy equipment sector.

This FLNG is 376 meters in length, 60 meters in width and 35 meters in depth. It has a LNG storage capacity of 180,000 cubic meters and a LPG storage capacity of 45,000 cubic meters. The annual LNG production capacity reaches 2.4 million tons, ranking fourth in the global FLNG production capacity list. It will be deployed in the offshore area of Pointe-Noire, Republic of the Congo, to assist ENI's LNG project in achieving an annual natural gas export volume of 4.5 billion cubic meters.

During the construction of the "NGUYA FLNG" vessel, Huisheng Clean Energy was the first to apply the CHART IPSMR® liquefaction technology and SPB® storage tank technology to the floating liquefaction production unit. This device has the advantages of high liquefaction production efficiency and a stable and reliable liquid cargo storage system. Moreover, the device integrates multiple low-carbon technologies, including dual-fuel main engine generators and waste heat recovery devices. It ensures efficient operation while effectively reducing carbon emissions.

Mr. Wei Huaqing, Vice President of Wison New Energy and Project Director of NGUYA FLNG, stated that from contract signing to sailing, the project lasted only 33 months, achieving a cumulative total of 30 million safe and undamaged working hours. This not only demonstrates Wison New Energy's professional capabilities and efficiency as an engineering general contractor in the project's full life cycle management, but also highlights the company's comprehensive advantages in standardized design and international QHSE system management. It also reflects the efficient integration of China's supply chain and the comprehensive strength of Chinese manufacturing. Wison New Energy's unique EPCIC one-stop delivery capability minimizes interface communication costs in each project execution phase. It has established a highly integrated cooperation mechanism with the ENI owner team and ultimately achieved sailing one month ahead of the contract period. This provides a new model for the execution of future international energy projects.

It is known that the ENI LNG project in Republic of the Congo aims to develop the Marine XII gas field resources and plans to deploy two FLNG units at the Nene and Litchendjili gas fields. Among them, the first FLNG vessel, "Tango FLNG", has already been put into operation. This FLNG is also built by Wison New Energy. "Tango FLNG" has a production capacity of 600,000 tons per year. With the addition of the "NGUYA FLNG" vessel to the operation by the end of this year, the total production capacity of the ENI Congo (B) LNG project will increase to 3 million tons per year.

Wison New Energy is currently the only shipyard in China that has delivered FLNG vessels. In 2012, Wison New Energy received the global first general contracting construction project for floating natural gas liquefaction and storage barges, and completed the performance assessment in September 2016, successfully achieving the first time in the world to realize natural gas liquefaction production on a floating facility. This vessel was successfully delivered to the Belgian shipowner Exmar in 2017 and was named "Tango FLNG". In 2022, ENI purchased "Tango FLNG" from Exmar at a high price.

In December 2022, Wison New Energy received the EPCIC contract for the second FLNG vessel of ENI, "NGUYA FLNG", which is the largest FLNG built by Wison New Energy.

In addition to the two FLNGs built for ENI mentioned above, in June 2024, Wison New Energy signed an EPCIC contract worth up to 962.8 million US dollars (approximately 6.991 billion RMB) with Malaysia's Genting Group for another FLNG. This FLNG is expected to have an annual production capacity of 1.2 million tons. The facility adopts Wison's standardized design (efficient liquefaction process and hull), and is planned to be deployed in West Papua Province of Indonesia, becoming the first FLNG in Indonesia and the ninth in the world. It is expected to be delivered in the second quarter of 2026.

In October of the same year, Wison New Energy also signed a Pre-FEED contract for the first FLNG with Kumul Petroleum Holdings Limited (KPHL). This FLNG is expected to have an annual production capacity of 1.5 million tons and is planned to be deployed in the Papua Bay. The Pre-FEED design for this project will be completed in June 2025.

In the first half of this year, Wison New Energy signed a definitive feasibility study contract (DFS) for the 52nd block offshore area in Suriname with Petronas from Malaysia. This collaboration marks that Wison New Energy's technical strength in the FLNG field has once again been recognized by international energy giants, injecting innovative impetus into global energy transformation.

This is the first time that Malaysia's Petronas has chosen a Chinese shipyard for its FLNG project. According to International Shipbuilding Network, currently Malaysia's Petronas operates two FLNG vessels, including the "PFLNG SATU" delivered by Daewoo Shipbuilding (now Hanwha Marine) in 2016, and the "PFLNG DUA" delivered by Samsung Heavy Industries in 2020. Additionally, in December 2022, Malaysia's Petronas signed a contract with Samsung Heavy Industries to build the third FLNG vessel "PFLNG TIGA", which is scheduled to be delivered in 2027.
